How can entry to a Restricted Area be obtained?

Entry is never allowed.

Entry may be granted by the controlling agency or avoided.

Restricted airspace is off-limits unless the controlling authority explicitly authorizes access. The best answer reflects that you can be granted entry if your flight is approved or coordinated with the agency, but if you’re not granted clearance, you must avoid the area. An IFR clearance does not automatically grant entry into a restricted area, and entry isn’t limited to daylight hours—the activity can occur at any time depending on operations and notices.

Entry is automatic with IFR clearance.

Entry is allowed during daylight hours only.
